For a web permission error, revisit the microphone permission prompt after refreshing and make sure another app or page is not using the microphone. Microsoft's documented check is whether the document is in Read-Only mode. A disabled button is a different symptom from a microphone that cannot hear you; establish that the document is editable before working through recording and connection checks.
Word Dictate requires a reliable internet connection and sends speech for transcription. No offline mode is documented. A separate app with downloaded local models, such as WhisperJot, can provide offline transcription into an editable document without using Word Dictate.
